How to read this
- Dots: Pro subscribers in the EEA, Switzerland and the UK are excluded for now; Business Premium seats work in every ChatGPT region.
- Muse: adults in the United States and Canada only.
- Gemini Spark: the $19.99 AI Pro plan in the US; elsewhere only the Ultra plans, and never in the EEA, Switzerland, the UK or Nigeria.
- Claude: every country where Claude is offered; the merged agent experience rolls out to Pro and Max first.
- OpenClaw: runs anywhere you can install it. Whether your chosen model provider serves your country is a separate question.
A word on VPNs
Using a VPN to reach an agent that is not offered in your country usually breaks the provider's terms and can get the account closed, along with the agent's memory. Payment cards from another country often fail too. If an agent is not available where you live, self-hosting OpenClaw with a model you can legally access is the stable route.
Questions and answers
Why is Dots not available to Pro users in Europe?
OpenAI has not given a reason, but agents that read personal data and act on it face extra scrutiny under EU data protection and AI rules. Business Premium customers get Dots in the EU, where companies sign data processing agreements.
Which personal agent works in Russia?
None of Dots, Muse, Gemini Spark or Claude is officially offered in Russia. OpenClaw can be installed on your own server and connected to Telegram, using a model provider that is available to you or a local model.
When will Muse launch outside North America?
Meta says more countries will follow but has not announced dates. Its help pages note that Muse and its subscriptions are in limited testing.
